Illinois Business Financial Services has been developing diversified loan programs for small businesses, utilizing a combination of Community Development Assistance Programs and the SBA's 504 and Community Express Loan Programs to create jobs and millions of dollars in project funding.
What is a CDC?
A CDC, or Certified Development Company, is a nonprofit corporation set up to contribute to the economic development of its community. CDCs work with the SBA and private sector lenders to provide financing to small businesses. There are about 270 CDCs nationwide. Each CDC covers a specific geographic area.

Community Express Loan facts:
China Palace served customers in its Washington Street, East Peoria location from 1990 until October of 2001, winning the Journal Star Reader’s Choice Award in 1999 and 2000.
Partnering with IBFS and Fondulac Banking Center, Joe, Pete, and Sam Mach were able to develop new construction and open a new operation, China Village Buffett, in November 2001. With a new address at 206 West Camp Street, the restaurant offers buffet-style Asian and American Cuisine in a family oriented setting. The restaurant expansion benefits the Central Illinois Community with wider choices for customers as well as increased tax revenue, economic development, and employment for the area.
In early 2001, the Mach Brothers decided that their restaurant, China Palace, had outgrown its original facility.
The new China Village Buffet
After four years of increasing revenues, this marketing firm hit a plateau - DLA had run out of office space to add needed equipment and staff. They turned to IBFS to help them with financing their expansion.
IBFS partnered with Heritage Bank to assist DLA owners Marc and Michelle Lefebvre in accessing the funds they needed to take their business to the next level.
In the summer of 2008, DLA purchased an unfinished office condo in North Peoria and created a new layout for its professional creative work environment. Construction was completed in March 2009, and DLA was ready for new business.
